The federal government is starting a new attempt to further develop the upper levels. Through a course module system, young people should be able to choose more often which subjects they want to take and which content they want to deepen. Theoretically, this is already possible, but a real modular system at the upper levels is still rare. According to a Council of Ministers resolution, administrative hurdles are to be reduced by March in order to enable schools to implement it more flexibly.
