Police ask for financial data from Dark Horse producer – 05/28/2026 – Politics

The Civil Police of asked the Court for access to confidential financial transactions of , owner of “” (which deals with the life of ), and the Instituto Saber Brasil, which she presides over.

The request is to obtain financial intelligence reports, through exchange with judicial authorization, produced by Coaf (Financial Activities Control Council) on “atypical movements and communications of suspicious operations” both in Karina’s CPF and in the institute’s CNPJ.

In the request, delegate Antonio Carlos Manuera Silveira, in charge of the case, also requested that the Court determine the confidentiality of this part of the investigations.

The request was made as part of investigations into a contract signed by the Instituto Saber Brasil to supply Wi-Fi to the City of São Paulo, under the management of (), for R$ 108 million. The police investigate suspicions of overbilling and embezzlement of public resources.

In a statement, the Nunes management said that it “has not identified any irregularities in the services provided” by the institute so far and that, if any are identified by the investigation, “measures will be taken”.

The report sought out Karina’s office to comment on the delegate’s request, but there has been no response yet. Previously, she denied that the film about Bolsonaro received money from Brazilian people or companies, whether public or private, and said that the hiring by the São Paulo City Council took place on a regular basis, with no connection to “Dark Horse”.

‘Consistent suspicions’

“Dark Horse” (underdog, in English) deals with the trajectory of Jair Bolsonaro, with emphasis on the stab wound he suffered in 2018. The senator (-RJ), pre-candidate for the Presidency, asked for resources to finance the feature film from , from . He denies irregularities and says it was a request without the involvement of public resources. Karina is the owner of Go UP Entertainment, the company responsible for producing the film.

The Intercept Brasil portal revealed that for the feature film. The Federal Police are investigating whether part of the money was used for Eduardo Bolsonaro (PL-SP) in the United States.

“There are consistent suspicions of patrimonial confusion [entre o instituto e a produtora] and that public resources from the ‘WiFi Livre SP’ program have been diverted to pay for the production activities of the aforementioned film, using the accounts of subcontracted companies and other social organizations managed by the investigated company to launder the amounts diverted from the São Paulo treasury”, states the letter signed by the delegate, which is under analysis by the Regional Court of Guarantees of the TJ-SP (Court of Justice of São Paulo).

The delegate also states that there is “compelling material evidence” of embezzlement, because, according to investigations, the institute did not have the technical capacity to perform Wi-Fi services and charged R$1,800 per connection point, a value considered above the market.

Another aspect that caught the police’s attention was the advance receipt of R$26 million for services not yet performed, which, according to the police chief, “may highlight the misuse of purpose in the application of municipal public money.”

“In view of this, tracking the financial flow is the only means capable of uncovering the final destination of the funds received by the Instituto Saber Brasil and passed on in a suspicious manner to subcontracted companies and to the personal accounts of the investigated Karina Ferreira da Gama and her individual firms, such as Go Up Entertainment”, states the delegate in the request.

The police requested access to data from June 2024, when the Wi-Fi contract was signed. The police investigation was opened after reports of irregularities in hiring, at the end of 2025.

In addition to saying that it has not identified any irregularities in the services so far, the city hall stated, in a note, that at 3:17 pm this Thursday (28) there were 3,161 active points and 39 offline (satisfactory numbers) of the 3,200 contracted points.

“Obviously, if any irregularity is identified in the investigation, which will have the full support of the administration, measures will be taken”, says the management.
