Government of MG predicts lower payroll value before 2021 – 05/29/2026 – Panel

The administration of the governor of Minas Gerais, plans to collect less from the sale of civil servants’ payroll than the state offered to the market in .

The notice, released last week, provides a minimum reference value of R$2.187 billion for the sale of payroll to a financial institution. The auction, in person, is scheduled for June 19th.

The amount is lower than that raised in July 2021, when Itaú won the competition and disbursed R$3.09 billion, in amounts adjusted for inflation.

At the time, the bank paid a premium of 18% on the minimum value of R$2.619 billion (also readjusted by the IPCA) to take over the payroll operation, until then carried out by Banco do Brasil.

Even when considering only the minimum values of the two auctions, there is a reduction of 16.5% between 2021 and 2026.

When contacted, the Government of Minas stated that the reference value considered technical pricing studies, with econometric and financial modeling, in addition to current financial market conditions.

The drop in the value expected for the sale of the sheet occurs despite the increase in the number of civil servants who receive resources from the state.

According to the notice, there are 671 thousand state employees, including active and inactive. In 2021, according to the document at the time, there were 618 thousand.

In practice, the financial institution that wins the bid will be responsible for transferring resources from state coffers to the accounts of employees, who become bank customers.

The advantage for the institution is the possibility of expanding business by offering services such as payroll loans, credit cards, insurance and investments.

In 2021, the then governor used the resources raised from the sale of payroll to regularize civil servants’ salaries. Payment had been made in installments since 2016, during the administration of former governor Fernando Pimentel (PT).
