Hospital HR director accused of restraining worker to a chair

The worker was allegedly tied to a chair with tape and prevented from getting up until she finished a task that she would not have performed because she was “sending emails”.

The director of the Human Resources Management Service of the Western Lisbon Local Health Unit (ULSLO) is accused of having arrested a worker to a chair with tape to the force you to complete a task.

The case, reported by the newspaper, would have occurred about two weeks ago at the São Francisco Xavier Hospital and was reported by the Order of Nurses to the General Inspection of Health Activities (IGAS).

According to the complaint, to which Público had access, the episode was witnessed by colleagues of the administrator, who did not intervene for fear of reprisals or dismissal.

The worker would have been prevented from getting up, while they were addressed expressions in an intimidating toneincluding the phrase: “don’t get up until you finish what I told you”. The situation would have caused anxiety and tachycardia to the employee, who was later observed by a doctor from the hospital unit.

According to sources cited by the newspaper, the worker was wrapped in the chair by not yet completed a task that had been asked of himafter having “been sending emails”. The administration will make sensesurprise and humiliationinitially thinking that it would be a joke.

The case, which was reported to the ULS administration, IGAS and the Commission for Equality in Labor and Employment, arises in a context of strong internal opposition to the management of André Coelho Diasresponsible for human resources at ULSLO, a unit that integrates the hospitals of São Francisco Xavier, Egas Moniz and Santa Cruz.

A group of directors, managers and those responsible for assistance services recently asked the board of directors for a meeting, pointing out a climate of “disrespect and disregard for professionalss” and management centered on bureaucratic control.

ULSLO did not comment directly on the case, stating only that it has taken appropriate decisions for the situation. The administration attributes part of the constraints to updating the attendance record system and changes in the way employees contact the service.

André Coelho Dias was already under scrutiny by IGAS. As reported in March, the General Inspectorate of Health Activities opened a case in the service of human resources following a anonymous report about alleged hiring irregularitiesincluding recruitment processes that will not have respected legal procedures.

The person responsible is also accused of “non-payment of time allowance to doctors and nurses” and to hire professionals without a competition, says the DN. The Hospital states that “strictly” complies with the law.
