Prosecutor’s Office will collect R$66 billion in FGTS debts

Migration of debts from Caixa to PGFN seeks to speed up negotiations and expand recovery of resources for workers

The PGFN (Attorney General’s Office of the National Treasury) began this Monday (June 1, 2026) the migration of FGTS (Service Time Guarantee Fund) debts registered as active debt to its systems. The change involves around 500,000 registrations, totaling R$66.8 billion, and should be completed by the end of June.

In practice, the measure transfers management of administrative and judicial collection of these debts from Caixa Econômica Federal to PGFN. The objective is to unify procedures, reduce bureaucracy for debtor companies and expand the recovery of resources intended for workers.

According to the deputy attorney general for the Union’s Active Debt and FGTS, Theo Lucas Borges de Lima, the FGTS has a different nature than federal taxes because the resources belong to workers.

“The FGTS is a worker’s credit, it is not a public or Union credit. When the employer fails to make the payment, the PGFN makes the collection on behalf of the worker”he declared.

Debits are already collected by PGFN in partnership with Caixa. According to Borges de Lima, the migration will allow the same technological tools used to collect the Union’s active debt to be applied to the FGTS, making procedures more agile and simplified.

Until now, registered debts were managed in systems operated by Caixa. Companies that needed to negotiate amounts owed to the FGTS used different channels than employees to settle federal tax debts.

According to Borges de Lima, this difference caused delays in the processes. While federal debt negotiations are usually concluded in a few minutes on PGFN’s Regularize portal, agreements related to the FGTS could take up to 90 days.

“It takes us an average of 6 minutes to make a trade on Regularize”he stated.

WHAT CHANGES FOR COMPANIES

From now on, debts registered as active FGTS debt will be consulted and negotiated directly on the Regularize portal, used by the PGFN to collect federal credits.

According to the prosecutor’s office, the debts will receive the same treatment applied to tax debts, including protests, sending notifications and offering negotiation options.

Existing installments and transactions will continue to be managed by Caixa. New agreements, however, will be made directly by PGFN.

In July, the prosecutor’s office intends to launch a specific transaction notice for FGTS debts. The program may grant discounts on interest and fines, but not on the principal amounts owed to workers.

“We never give a discount on what belongs to the worker. The discount only applies to charges and amounts that belong to the fund”said Borges de Lima.

BENEFITS FOR WORKERS

The PGFN states that the migration will also make it possible to identify more precisely which workers are the holders of the credits charged.

Today, a debit can bring together amounts referring to different employees and different periods. With the individualization of information, the deposit of recovered resources into linked accounts tends to be done more quickly.

Another planned measure is the creation of a specific area for consulting credits in collection. The service should be available between the end of 2026 and the beginning of 2027.

According to Borges de Lima, workers will also be notified when resources are recovered in their favor.

“We will notify the worker whenever we recover amounts that belong to him, informing him that the funds were deposited in the FGTS linked account”he declared.
