Washington also agrees to release $25 billion worth of frozen Iranian assets including direct monetary transactions, cooperation between regional countries and lines of credit. The US, in coordination with its regional partners, will prepare a plan for the reconstruction and development of Iran, to be negotiated with Tehran and approved within 60 days.

On the nuclear issue, Tehran agrees never to develop or acquire a nuclear weapon. Until a final agreement is reached, it will maintain the status quo of its nuclear program and refrain from further uranium enrichment and nuclear proliferation. The United States will allow Iran to reduce the level of enrichment of its stockpile of highly enriched uranium on Iranian soil.

The parties will discuss Iran’s nuclear program, uranium enrichment activities and mechanisms for dealing with enriched uranium stocks within 60 days of signing the memorandum, and these issues will be addressed in the final agreement.
