Lula sanctions minimum salary for basic education teachers

The president (PT) sanctioned the law that readjusts the minimum salary for basic education teachers to R$5,130.63 in 2026 – an increase of 5.4% over the previous value of R$4,867.77, with a real gain of 1.5 percentage points above inflation.

The text, , changes the floor update criteria. According to the new calculation, the annual adjustment will be the sum of the National Consumer Price Index and 50% of the average real growth in Fundeb revenues in the previous 5 years. The previous formula would have resulted in a recovery of just 0.37% – the new one guarantees 5.4%.

Fundeb is the main financing mechanism for public education in Brazil. The fund transfers resources to states and municipalities to pay for basic education.

If applied by all federative entities, the new rule should have an impact of R$6.4 billion in 2026. Fundeb revenues, which finance 70% of teachers’ salaries, grew 120% in real terms from 2020 to 2026.

The law also establishes a ceiling and floor for future corrections: the adjustment cannot exceed the variation in Fundeb’s nominal revenue between the previous 2 years, nor be lower than the INPC.
