The rapporteur of what increases the revenue limits of the MEI (Individual Microentrepreneur), deputy (Republicanos-SC), stated this Tuesday (June 23, 2026) that the government and the Chamber of Deputies will create a working group to discuss changes in and build a consensus proposal on updating the bands. The information was released by Estadão.
The statement was given after a meeting with the executive secretary of the Ministry of Planning, Bruno Moretti. According to the congressman, the government’s technical team and Chamber consultants should begin negotiations in the next few days.
According to Goetten, the increase in MEI’s annual revenue limit would have already been agreed with the government. The proposal under discussion establishes raising the current ceiling from R$81 thousand to up to R$140 thousand, with gradual implementation between 2027 and 2028.
Despite the creation of the group, the federal government committed to submitting a bill by Wednesday (June 24) to increase the revenue limit for individual micro-entrepreneurs. Currently, the MEI ceiling is R$81,000 per year, equivalent to R$6,750 per month. The text also establishes expanding the hiring capacity of micro-entrepreneurs, allowing at least 2 employees.
“As for MEIs, this has already been pacified. There is also an understanding about the possibility of hiring another employee”said the deputy.

MOTTA’S EXPECTATIONS
The initial expectation was that it would be sent by the government to the Chamber by Wednesday (June 24), as announced by the president of the House, (Republicanos-PB). In a post on social media on Monday (June 22), Motta said that negotiations advanced after conversations with government members.
“In dialogue with the Ministers of Planning, Bruno Moretti, and the Secretary of Institutional Relations, José Guimarães, we advanced in the construction of the project on increasing the MEI limit”he wrote.
According to the president of the Chamber, the proposal should be processed by the special committee responsible for discussing the topic. Motta also stated that the intention is to create a text that preserves fiscal balance while meeting the demands of micro-entrepreneurs.
“We are looking for a text that guarantees fiscal balance and meets the needs of micro-entrepreneurs”he declared.
However, Goetten stated that the creation of a working group between the government and Congress could change the schedule initially planned for presenting the proposal.
SIMPLE EXPANSION
In addition to the readjustment of the MEI ceiling, Goetten said he will continue negotiating the update of the Simples Nacional bands. Currently, the maximum revenue limit allowed under the regime is R$4.8 million per year.
The deputy defends the increase of this value to R$8 million, on the argument that the table accumulates a gap due to the absence of readjustments since 2016 and corrections considered partial made previously.
In a debate held in Belo Horizonte, representatives from the business sector defended changes to the rules. The president of Fecomércio-MG, Nadim Donato, stated that he would accept an intermediate ceiling of R$6 million if the measure facilitates an agreement with the government.
The deputy (PL-MG) stated that a proposal sent directly by the Executive can reduce legal questions related to the parliamentary initiative in matters with fiscal impact.
