PL paid the NGO that received amendments to make a film – 06/30/2026 – Politics

The national directory of , commanded by , paid R$600,000 from the party fund for the NGO of a party pre-candidate in Rio Grande do Sul to provide communications consultancy in Minas Gerais. Called Passos da Liberdade, the organization is producing the documentary “We”, about authoritarian communist regimes, with money from parliamentary amendments.

The film, previously called “Genocidas”, which totals R$ 860 thousand from the deputies of PL (SP) and Marcos Pollon (MS) and (SP), who lost his mandate in December. The documentary is scheduled to premiere on July 15th, in Brasília.

Passos da Liberdade received R$150,000 per month from the PL from January to April this year. The NGO is located in Porto Alegre and is chaired by pre-candidate for state deputy Rodrigo Cassol Lima.

According to the invoice presented by the party and obtained by Sheetthe payment occurred for the “provision of communication advisory and audiovisual production services in the State of Minas Gerais”.

The NGO was created in 2023 and, according to its registration, is an association “defending social rights”. With a conservative profile, the film that will be released by the entity should focus on the communist authoritarian regimes that devastated Europe after the Second World War.

The film is directed by Gustavo Lopes, who was national secretary of Audiovisual in 2022, the last year of the Jair Bolsonaro government. Previously, he headed communications for the Ministry of Labor and Pensions and also the Civil House. He also wrote conservative books, such as “Guerra Cultural” (2023) and “Liberdade Amenaçada” (2025), the latter in partnership with other names on the right, such as deputy Marcos Pollon.

Rodrigo Cassol Lima is co-producer and legal responsible for the documentary. Doriel Francisco is cited as co-writer. He owns Dori Filmes, which produced “The Collision of Destinies.” The film tells Bolsonaro’s journey from childhood to assuming the highest political position in the country. According to the synopsis, the film “delves into the deep layers of Bolsonaro’s private life” and exposes personal events that determined the politician’s journey.

According to the trailer, the documentary “We” recorded in Poland, Germany, the Czech Republic and Hungary, for example. The film is not linked to nor should it mention the former president.

Right-wing leaders should be invited to the premiere of the documentary, which will take place at Cine Brasília. There is no confirmed list yet, according to people familiar with the production.

When contacted, Passos da Liberdade confirmed the existence of a contract signed with the PL “for the provision of institutional communication services, with delivery of an audiovisual product”.

According to the organization, “hiring is institutional in nature and cannot be confused with pre-campaign, electoral campaign, electoral propaganda or personal promotion of any leader of the entity”.

Regarding the president, Rodrigo Cassol Lima, the entity said that “there is no remuneration, fees or any personal advantage to the association’s CEO as a result of this contract.”

“The hiring also has no relationship with projects carried out within the scope of the Ministry of Culture”, said the NGO in a statement.

The entity also said it had “no connection with the film”. The film was the pivot of a crisis for senator Flávio Bolsonaro (PL-RJ), who asked banker Daniel Vorcaro, from Master, for money to finance production. The film narrates, with the insertion of fictional elements, Bolsonaro’s election to the Presidency in 2018.

“They are distinct initiatives, with their own objects, sources, purposes and regimes”, stated Passos da Liberdade about the film that generated the crisis in the PL’s pre-campaign for the Presidency.

Regarding the contract with the party, the NGO said it could not detail the object. “Due to a confidentiality clause, the association is prevented from commenting on details about the content, format, strategy, schedule or other internal elements of the contracted product,” he said.

“The association reaffirms that it operates within the applicable legal and contractual limits, maintaining full separation between its different initiatives, projects and institutional obligations”, completed Passos da Liberdade, in a note.

Contacted since Friday (26) through its consultancy, the PL did not respond until the publication of the report.
