Government plans to grant 6 highways to the private sector in 2025

Highway concession contract model promises to be “leaner”; routes are located in Bahia, Minas Gerais, Rio de Janeiro, Espírito Santo, Santa Catarina and Goiás

The federal government plans to grant the private sector 6 highways located in Bahia, Minas Gerais, Rio de Janeiro, Espírito Santo, Santa Catarina and Goiás in the second half of 2025. The contract model promises to be “leaner”.

George Santoro, executive secretary of the Ministry of Transport, said in an interview with g1 that the concessions that should go to auction are the highways that have a lower flow of vehicles, but with relevant cargo transport.

“What differentiates this auction from the traditional one is the service I will have on the highway. When I do a normal auction, I do duplication, a lot of work to improve capacity. These highways [em estudo] They don’t need it, they don’t have the traffic to require duplication, so I don’t need to make these investments”explained Santoro.

The contract model removes the obligation from companies to maintain ambulances and trailers in case of incidents on the roads. The resources will remain available, but paid for by insurers or vehicle owners. According to the secretary, this model will make tariffs cheaper, as companies will not need to invest in these areas.

“Today, this resource is charged at the rate, goes in and pays these costs. Everyone pays for whoever uses it, but this increases the price. So, on a highway like this, if I do that, this project won’t stop. There’s no flow to justify it”said Santoro.

  • BR 242 in Bahia (several lots);
  • BR 101 in Bahia (several lots);
  • BR 393 in Rio de Janeiro;
  • BR 356 and state highway 240/RJ;
  • Santa Catarina Highways (several lots);
  • BR 040 in Goiás; and
  • BR 262 in Minas Gerais and Espírito Santo.

In addition to these highways, the government is also considering using public resources to make other concessions viable. “We believe that some in the Northeast, which we are studying, or in some other place that will need to make a slightly larger investment, perhaps a contribution will be necessary. But the contribution is not so that the project doesn’t close the bill, it’s so that I don’t have an expensive kilometer rate”stated the secretary.
