In the future, Ukraine would probably prefer to avoid treaties named after capitals of neighboring states. At the beginning of December it was the thirtieth anniversary of the Budapest Memorandum, when the young state gave Russia the nuclear weapons it had inherited from the Soviet Union in return for protection from an attack – with the USA and Great Britain, but also Russia, as guarantors. The Kiev Foreign Ministry called the agreement on its anniversary a “monument of short-sighted security thinking.”
