Government meeting after meeting of the Council of Ministers
The new team only consists of deputy secretaries general. But there are still two elements (and the leader) missing.
The new general secretariat of the government takes office today, Wednesday, with four of the six deputy secretaries-general and without the leaderafter Hélder Rosalino proved unavailable to take on the role.
The news was reported by the newspaper and confirmed to Lusa by a Government source.
The team of deputy secretaries general is made up of Fátima Ferreira and Felipe Pereiradeputy secretaries general of the general secretariat of the Presidency of the Council of Ministers, João Rolosecretary general of the general secretariat of Economy and Mafalda Santoschief auditor of the Department of Studies, Prospecting and Strategy of the Court of Auditors.
According to Expresso, each deputy secretary general should receive around 5 thousand euros monthly gross.
A Government note released on Friday indicates that the remaining two deputy secretaries general “will be named later, during the process of merging the remaining general secretariats”.
According to the decree-law that approved the organizational structure of the Government’s general secretariat, this body is headed “by a general secretary, assisted by six deputy general secretaries, senior management positions of 1st and 2nd degrees, respectively” .

Last Friday, Luís Montenegro’s executive clarified that the creation of the Government’s general secretariat was part of the first phase of the public administration reform. A reform that aimed to proceed with “the extinction of nine entities by merger into the General Secretariat of the Government and other integrating entities, cutting the number of management positions by 25%”, which will generate “a savings of around R$4.1 million per year to the State”.
Also according to the executive, the new entity should result from the process of extinguishing three general secretariats (Presidency of the Council of Ministers, Economy and Environment and Energy) and CEGER (Government IT Network Management Center), by merger into the Secretariat -General of the Government and other integrating entities.
However, shortly after the announcement of Hélder Rosalino’s appointment, the former Secretary of State of Pedro Passos Coelho had chosen to be remunerated as Secretary General of the Government by his original salary at the Bank of Portugal, in excess of 15 thousand euros, and not in accordance with the single remuneration table for the Public Service, whose salary would be in the order of six thousand euros.
In a statement, the Bank of Portugal also guaranteed that it would not assume any amount of Hélder Rosalino’s salary of more than 15 thousand euros as Secretary General of the Government.
On a political level, this situation was criticized by several political parties, with the PS and Chega announcing that they will ask for parliamentary consideration of the decree that determines the salaries of the directors of the General Secretariat of the Government. BE defends the revocation of the diploma and PAN asked for “all documentation” related to the appointment.
