The Minister of the Federal Supreme Court (), André Mendonça, suspended the licensing of sports betting companies that operated under regulation by the (Rio de Janeiro State Lottery). The decision, issued on Thursday (02 January 2025), affects sponsors of football clubs, such as Esportes da Sorte and Pixbet, linked to teams such as Corinthians, Ceará, Bahia, Grêmio and Flamengo. The decision, which is provisional in nature, is still awaiting a plenary referendum. It responds to a request from the (Attorney General of the Union) to prevent betting houses licensed by Loterj from operating nationwide.
Esportes da Sorte is the main company affected by the decision. The bookmaker maintains master sponsorship contracts with Corinthians, Náutico, Ceará and Bahia, in addition to display on the Grêmio uniform and sponsorship of the Palmeiras women’s team. The company invested R$57 million in a contract that brought player Memphis Depay to Corinthians. In a note, the company declared that it was “Able to operate in accordance with Loterj Authorization and Accreditation Term No. 003/2023” and said that “complies with legal requirements”.
Pixbet, Flamengo’s master sponsor, and Betvip, which stamps its brand on Sport Recife, will also have to adapt to the new determination. The 3 companies are not on the list of 66 operators authorized by the Ministry of Finance to operate nationally.
The injunction determines that Loterj and the government of Rio de Janeiro comply with the decision within 5 days. The measure coincides with the beginning of national regulation of the sports betting market, which came into force on Wednesday (Jan 1st).
According to the government, this national action contradicts the rules of the Ministry of Finance and exceeds the limits of the Union’s competence.

Bets in Brazil
The regulation of the sports betting market in Brazil came into force on Wednesday (1st January). The new rule requires all companies in the sector to operate exclusively through websites with the “.bet.br” domain. The measure, prepared by the Ministry of Finance, seeks to organize the segment and guarantee consumer protection.
Companies that comply with the requirements must meet several obligations, including implementing policies to combat compulsive gambling and prevent abusive advertising practices. Furthermore, each license was obtained through the payment of a grant in the amount of R$30 million.
