Civil Guard of Ribeirão Pires set up a militia, says prosecution

Public Prosecution Service reports reports of theft and extortion and involves Secretary of Security of the City of Greater São Paulo

The State Public Prosecution Service accused this Thursday (17.ab.2025) members of the GCM (Municipal Civil Guard) of Ribeirão Pires, in Greater São Paulo, to form a militia.

Among those reported by the prosecution is the current secretary of public security of the city, Sandro Torres. Until the publication of this report, he remained in office.

According to the complaint, the guards made a series of crimes, including thefts and extortion, from 2018 to 2023. The prosecution states that one of the crimes under the leadership of Torres was the theft of butchers in June 2018.

The secretary had already been the target of a previous complaint, specifically because of butchers’ theft. In this case, he was sentenced in the 2nd court by the São Paulo Court of Justice on Wednesday (16.abr).

In 2018, the year of the crime, Torres was a deputy commander of GCM. He received a sentence of 2 years and 11 months in prison for qualified theft. The secretary denies the accusations and said he will resort to the STJ (Superior Court of Justice).

The mayor of Ribeirão Pires, (PL), said on Thursday (17.ab.2025) who intends to keep towers in office. In a note, Volpi said he believed in the innocence of the ally and highlighted his “30 years of career at City Hall”.
