The City of Rio de Janeiro presented, this Friday (6), the details of the that will act in ostensive policing and have armed agents. According to Mayor Eduardo Paes (PSD), the creation of the troop aims to reinforce public safety based on discipline, preparation and strategic action, without replacing the state police.
Agents already active will receive an additional compensation of R $ 10,238.48, in addition to the salary they already receive as guards. The future temporary agents, which will be hired in later stages, will have a salary of R $ 13,033.00.
The new group will initially have 600 vacancies intended exclusively for active municipal guards. The selection announcement was published last Wednesday (4), and the candidates will undergo a strict training of six months, with support from the Federal Highway Police (PRF), which will also be responsible for training for the use of firearms. The first agents are expected to be on the streets in early 2026.
According to the City Hall, the municipal force will have as its mission the ostensible and preventive policing, based on data from the Integrated Public Security Areas (AISP) of the Institute of Public Security (ISP). Patrol will be present in all regions, in a planned way. The group will have no attribution to criminal investigations, nor will it answer the calls for numbers 190 or 1746.
The initiative, according to the mayor, is born in response to the high crime rates in the municipality, such as the 83,966 thefts and thefts recorded in 2024 – an average of 230 occurrences per day, according to the ISP.
Discipline, technology, dedication and remuneration
The new group will feature body cameras and GPS integrated into the uniform, and agents will follow operational itineraries, such as the BRT Seguro program. The City Hall guarantees that there will be strong discipline and control of the performance of the troop.
To integrate the municipal force, agents already active will receive an additional compensation of R $ 10,238.48, in addition to their salary as guards. The future temporary agents, which will be hired in later stages, will have a salary of R $ 13,033.00.
To avoid diversion of function and political influence, municipal force agents cannot be assigned to work on council offices or other administrative functions. If you choose this path, they will automatically disconnect from the division.
“What we criticize is the politicization of these forces. If we leave these forces free from the clutches and paws of politicians, they would produce much more,” said Paes.
The dedication will be exclusive, and the mayor pointed out that the remuneration follows this requirement: “We do not want the municipal force to be beak. We want the agent dedicated exclusively to this function, so the remuneration will be high.”
Command and expansion
The current Secretary of Public Order, Breno Carnevalle, will be the first commander of the Municipal Force, with expected possession for next month. The Municipal Guard already has nine special groups, all created by decree, and the Goal of City Hall is to expand the new force to up to 3,000 agents by 2028.
Although the creation of the municipal force has already been made official, the city is awaiting the second vote in the City Council to institutionalize the troop. The goal is to include devices that prevent distortions in the use of grouping, such as the release of agents for political functions.
“I could create the force by decree, but I want to institutionalize because of these details,” Paes explained.
More information about the equipment and weapons used will be released in the coming months, but the city has already confirmed that purchases are underway.
