Senate President David Alcolumbre (Union-AP) said he will end the proceedings of the Amendment to the Constitution (PEC) of the Armage, which provides for prior approval of Congress to open criminal actions that have parliamentarians as a target, without submitting the text to the plenary of the house.
Earlier, the Constitution and Justice Commission (CCJ). At the end of the session, the president of the board, Otto Alencar (PSD-BA), said that the text would be submitted to the plenary so that the other senators also manifest.
The Senate Rules, however, provides that once considered unconstitutional unanimously, it is up to the House plenary to communicate only its filing, without the possibility of appeal to a new vote.

The rejection at the CCJ took place a week after the House approved the PEC with a significant vote – 353 votes in favor and 134 opposites. The proposal, which in practice would submit to the parliamentarians the decision on the opening of criminal proceedings, was also managed in the management of Arthur Lira (PP-AL) in the House, but only advanced after the support of opposition parliamentarians, in an agreement involving the approval of the project that provides amnesty to those involved in scoup acts.
What does the shielding PEC predict?
The PEC, now buried by the Senate, established that deputies and senators only respond to criminal proceedings with prior permission of their respective legislative houses.
The text also provides that parliamentarians arrested in the act of unenforceable crime have their cases submitted within 24 hours to the plenary, which will decide in secret vote whether or not the arrest holds.

Critics see the measure as a setback of more than two decades, as the prerogative of legislative approval for actions against congressmen had been overturned in 2001.

Survey GLOBO released on Sunday, however, already showed that there was no support to the text in the Senate.
The popular mobilization of the last weekend, when thousands of people went to the streets of capital such as Rio, Sao Paulo and Brasilia against the Armage PEC and amnesty to the condemned by the acts of January 8, showed a high rejection of the proposal.

“PEC to protect bandit”
In defending the rejection of the PEC, the rapporteur, Alessandro Vieira, recalled that between 1988 and 2001, when a similar rule in force, almost 300 requests for investigation against congressmen did not thrive, and only one advanced. For the rapporteur, if approved, the proposal would allow “the even greater integration of armed organized crime within Parliament”.
– It’s a PEC designed to protect bad guy. It was tested in the past and led to hundreds of filed investigation requests without merit analysis. The public interest requires rejection, ”he said.

– There is nothing at PEC usable. The secret vote is almost a cake cherry because it was prominently removed and then reinstated in an antiregmental maneuver.
