On Wednesday, the Office of Management and Budget (OMB) sent a memorandum to the agencies, revealed by, requesting them to identify programs, projects and activities that would lose discretionary financing if Congress does not take advantage of a financing law until October 1.
Memorandum emphasized that the programs no compulsory appropriations would be the most affected by a possible stoppage.
The agencies were instructed to submit the proposed Personnel Reduction Plans to the OMB and to issue notifications to employees, the agency states.
