Agreement is classified by the Palestinians as ‘unaware’, since it has been ‘written with conditions that USA and Israel know that Hamas will never accept’, which, according to them, means that the war possibly ‘will continue’
After days of speculation, the White House published on Monday (29) a 20-point plan to end the war of almost two years in free the hostages maintained by the and define the future of Palestinian territory. In an intervention alongside the American president, in the White House, the Israeli Prime Minister, cautiously supported the plan.
This is what was published by the White House:
1. Gaza will be a terrorism free zone that does not represent a threat to your neighbors.
2. Gaza will be rebuilt for the benefit of its population, which has suffered more than enough.
3. If both parties agree with this proposal, the war will end immediately. The Israeli forces will withdraw to the agreed line to prepare the liberation of hostages. During this time, all military operations will be suspended and the battle lines will remain frozen until the conditions for complete and gradual withdrawal are met.
4. Within 72 hours following the public acceptance of this agreement by Israel, all hostages, alive and dead, will be returned.
5. Once all hostages are delivered, Israel will free 250 prisoners sentenced to life imprisonment and 1,700 inhabitants of Gaza detained after October 7, 2023, including all women and children detained in this context. For each Israeli hostage whose remains are returned, Israel will deliver the remains of 15 deceased Gaza inhabitants.
6. Once all hostages are returned, members of Hamas who commit themselves to peaceful coexistence and deliver their weapons will obtain amnesty. Hamas members wishing to leave Gaza will receive safe passage to receiving countries.
7. After accepting this Agreement, all assistance will be immediately sent to the Gaza Strip. The amount will be at least established in the January 19, 2025 agreement on humanitarian aid, including the rehabilitation of infrastructure, hospitals and the entry of the equipment required to remove rubble and open roads.
8. The entry and distribution of aid in the Gaza Strip will be carried out without interference through the United Nations and their agencies, the Red Crescent and other international institutions not associated with either party.
9. Gaza will be governed by a technocratic and apolitical Palestinian committee, responsible for the daily management of public services and municipalities to the population of Gaza. This committee will be integrated by qualified Palestinians and international experts, under the supervision of a new international transition body, the “Junta da Peace”, chaired by representative Donald Trump, whose members and heads of state will be announced soon, including former British Prime Minister Tony Blair. This organism will establish the milestone and manage financing for the reurbanization of Gaza until the Palestinian authority completes its reform program.
10. Trump’s economic development plan will be created to reconstruct and revitalize Gaza by calling a panel of experts who contributed to the birth of some of the prosperous modern cities of the Middle East.
11. A special economic zone will be established with preferred rates and access rates that will be negotiated with participating countries.
12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and to return.
13. Hamas and other factions agree not to participate in Gaza Governance, neither directly nor indirectly. All military, terrorist and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and will not be rebuilt. A GAZA demilitarization process will be carried out under the supervision of independent observers.
14. Regional partners will ensure that Hamas and factions comply with their obligations and that the new Gaza does not represent a threat to their neighbors or their population.
15. The United States will collaborate with Arab and international partners to develop an international temporary stabilization force that will be immediately highlighted in Gaza. This will enable and support the Palestinian police forces accredited in Gaza. In addition, you will keep consultations with Jordan and Egypt, which have extensive experience in this context, and will collaborate with Israel and Egypt to help ensure border zones.
16. Israel will not occupy or attach Gaza. As the international stabilization force establishes control and stability, Israel’s defense forces (FDI) will withdraw according to the standards, landmarks and deadlines linked to demilitarization that will be agreed between both parties and the United States.
17. If Hamas delay or reject this proposal, the previous one, including the intensification of the aid operation, will be carried out in the FDI -free areas of terrorism by the FDI to stabilization force.
18. An interreligious dialogue process will be established based on the values of peaceful tolerance and coexistence to try to change the mindset and narratives of Palestinians and Israeli, emphasizing the benefits that can come from peace.
19. As Gaza’s reurbanization advances and the Palestinian Authority Reform program is faithfully faithfully, the conditions for a credible path towards self -determination and the creation of a Palestinian state could finally be created.
20. The United States will establish a dialogue between Israel and the Palestinians to wake a political horizon for peaceful and prosperous coexistence.
