PT presents project in the Chamber to increase taxation of bets after MP’s fall – 10/09/2025 – Brasília Hoje

The na bench filed a bill, this Thursday (9), to increase taxation on bets (betting houses) from 12% to 24% — reinforcing the party’s strategy.

The increase in the rate from 12% to 18% was foreseen in the MP (provisional measure) for tax increases, in an attempt to build an agreement with the center to approve the proposal, which ended up being in vain.

The PT project foresees that 12% of the revenue from betting taxes must be allocated to actions in the health area. The justification for the proposal provides data on consumption and betting addiction, but the overthrow of the MP is not mentioned.

Parliamentarians say that it was a mistake for the PT to save bets in the MP, as this change split the government base, gave ammunition to the opposition and weakened the discourse that the center is acting to privilege this sector. PT members, in turn, argue that the lobbying was intense.

Published by the government (PT) in June (Tax on Financial Operations), the MP ended up losing its validity when it was removed from the Chamber’s agenda this Wednesday (8). The e ended up missing a revenue forecast of around R$35 billion between 2026 and 2027.

The tax on bets is defended by left-wing parties and also by PT deputies, which led government acronyms to file highlights in the MP vote in an attempt to put taxation back into the text.

By saving the bets, the MP’s revenue forecast for the year 2026 fell from around R$20 billion to R$17 billion.

Instead of increasing taxation, Zarattini had proposed a program to tax bets that operated in Brazil before the regulation phase – the Special Regime for Regularization of Exchange and Tax Assets (RERCT Litigation Zero Bets). The idea is to charge the tax retroactively, to avoid legal disputes.

On another front, to recover the revenue lost with the overthrow of the MP. Base leaders say that the Minister of Finance, Fernando Haddad (PT), has an arsenal of possible measures, such as a new decree to expand the IOF.

In a statement, the PT leader stated that the project is important because “Brazil already has more than 2 million people addicted to gambling, and records of care for people with symptoms of pathological gambling in the public network increased by 300% from 2022 to 2024”.

Also according to Lindbergh, the greater taxation of bets in relation to other activities is justified because betting is harmful to health and the family economy, with a drop in food and medicine consumption and debt.
