Last Friday (24), a civil servant from the Ministry of Justice filed a complaint involving two superiors in the department and claiming to have been a victim of institutional violence. He was dismissed from office this Thursday (30), six days later.
The ministry, led by Macaé Evaristo, says it was aware of the complaint and that investigations follow the regulatory deadlines.
The complaint was made by Edmilson Santos dos Santos, general coordinator of Human Rights and Business, and involves the national secretary for the Promotion and Defense of Human Rights, Élida Lauris, and special advisor Thiago Costa.
He claims that a series of decisions taken by Lauris and Costa emptied his autonomy in the department and affected his activities.
Santos points out “harassment, omission and retaliation, transforming the administrative structure into a mechanism for perpetuating abuse and denying justice in the workplace.”
In another excerpt, he states that he sent documents to Lauris about initiatives that were underway under his coordination and that he received no response.
Santos also says that, on October 21, he was called to a meeting with Lauris. He also found Costa there. At the time, he says he was informed that he would be exonerated. “The dismissal was communicated verbally, without a prior agenda, and with a strange justification: concern for traditional communities”, he criticizes. “In the absence of argument or courage to say what you think, a kind of predatory fishing takes place.”
He questioned whether he could take the vacation he was entitled to before his dismissal and proposed the period from November 10th to December 10th.
According to the former coordinator, both agreed. After including the request in the system, however, Costa would have asked for a change in the dates and for the start to take place on October 27th. The coordinator informed that the previous period was associated “with the school activities of my son who is autistic”.

When contacted, the ministry informed that it became aware of the complaint presented by the server on October 24 and that, according to the reception and treatment procedures provided for in the 2024 normative instruction, the process was forwarded for treatment to the National Human Rights Ombudsman.
“The complaint will follow the prescribed procedure, ensuring impartiality, legal secrecy, adversarial proceedings and broad defense for all parties, as well as the protection provided for whistleblowers. The investigations follow the regulatory deadlines”, states the ministry.
“We reiterate the ministry’s commitment to public ethics and to investigating all reports of harassment or discrimination.”
Asked about Santos’ departure from the department, the ministry responded that the server was notified about his dismissal on October 21st.
“The aforementioned complaint was filed later, on October 24. The act of dismissal was published in the Official Gazette of the Union on October 30, 2025, in accordance with the regular administrative procedure”, he indicated.
