The president of Congress, (União Brasil-AP), told the governor of Santa Catarina, Jorginho Mello (PL), that he will put the vetoes of , the , to a vote this month.
Two months before the end of the accession period, only Goiás and Sergipe asked the federal government to participate. One of the obstacles is National over Lula’s (PT) vetoes — the project was sanctioned in January.
“I don’t need Propag, I just want to deduct some money from the public debt. Alcolumbre said it will be implemented in November”, says the governor. Despite the prediction given by the president of , there is still no date for the veto session.
Santa Catarina does not intend to join Propag, according to Jorginho, but wants Congress to overturn the president’s veto that allowed states to write off resources invested in federal works, such as highways, from their debt to the Union.
Propag foresees two significant changes in the states’ debt burdens with the Union. The first of them is the possibility of reducing the reais from 4% to 0% per year, or commitment to investments in specific areas.
The second is the simplification of the debt monetary adjustment coefficient, which today follows a complex formula and results in a correction of around 6.5% per year, above inflation. The text replaces this variable with the IPCA.
