The annual ranking of the safest cities in the world for tourists revealed some surprises and expected confirmations this week. The “Safest Cities” report, prepared by Berkshire Hathaway Travel Protection (BHTP), combines traveler perceptions with data from independent sources on crime, quality of health systems, transport and hospitality, distinguishing Lisbon as one of the safest cities.

The authors emphasize that the classification reflects the conditions recorded in August 2025 and that it does not incorporate recent events, such as the accident in the Glória elevator. Therefore, Human Resources, a website specializing in careers and professional management, warns of the need for tourists to always follow official notices before traveling, including those relating to the debut of Lisbon, which came in eighth place in the ranking.

Reykjavik maintains lead

For the second year in a row, Reykjavik, the capital of Iceland, occupies first place on the list. According to the BHTP report, the city stands out for its low crime rates, the efficiency of its health system and its welcoming population. Despite this, volcanic activity in the region may pose a risk in certain areas.

Europe dominates a top 15

In the top 15 safest cities, nine are in Europe. Among these, a Portuguese destination appears for the first time, which stands out for its balance between security, infrastructure and health services, aspects valued by tourists of all ages. The remaining European cities include Copenhagen, Zurich, Amsterdam, Barcelona, ​​Dublin, Venice and London.

The ranking is completed by Honolulu and San Francisco in the United States, Sydney in Australia, Tokyo in Japan, Seoul in South Korea and Singapore. According to the same source, this geographic diversity demonstrates that tourist security depends both on consistent public policies and investment in quality infrastructure and services.

Age and perception of safety

The report also analyzes global trends in security perception. Health and the ability to respond to emergencies remain determining factors when choosing a destination. Age also influences these decisions.

Millennials prefer cosmopolitan and more adventurous locations, while Generation Z favors cities that combine inclusion and urban rhythm, such as Amsterdam, Dublin and Hong Kong. Senior tourists, on the other hand, value infrastructure, healthcare and low crime rates.

The tourist experience

In addition to statistics, BHTP highlights the role of welcoming the local population and ease of transport in the perception of safety. In the case of the debuting Portuguese city, the combination of mild climate, diverse cultural offerings and efficient transport contributes to reinforcing visitors’ confidence, justifying its presence at the global top.

Among the cities that remain in the ranking, the consistency of preventive measures and the maintenance of high health standards are decisive factors. It emphasizes that tourist security is dynamic and subject to rapid changes due to unexpected events, but cities like Reykjavik, Copenhagen and now Lisbon continue to stand out for their care for tourists.
