SP – ACSP/PUBLIC SECURITY/DERRITE – GENERAL – The Secretary of Public Security of São Paulo, Guilherme Derrite, participates in the National Public Security Symposium, at the ACSP headquarters, on Rua Boa Vista, in the center of São Paulo, this Friday, September 26, 2025. 09/26/2025

This Monday (10) spoke out against a proposed change in the project, presented by the deputy (PP-SP). In a note published on its official website, the corporation expressed concern about the change which, according to the PF, removes important responsibilities from the institution in investigating and combating organized crime. “The text under discussion threatens to compromise the initial objective of the proposal, which is to strengthen the fight against crime and improve the fight against criminal organizations. The proposed changes put the public interest at risk, by reducing the Federal Police’s ability to act autonomously and efficiently”, highlighted the PF in the note.

The proposal being discussed in the National Congress aims, according to the Federal Government, to toughen penalties and strengthen the institutions responsible for combating criminal organizations. However, the Federal Police warned that the changes suggested in the project could weaken this objective, putting at risk the advances made in recent decades in combating crimes such as corruption, drug trafficking, and other crimes committed by large-scale groups.

The main change proposed by deputy Derrite is the limitation of the Federal Police’s role in investigations, restricting its actions to requests made by state governments. For the PF, this change could weaken operations against organized crime and reduce the scope of investigations. “The proposal establishes a dangerous condition: the Federal Police could only enter into investigations with authorization from state governments, which represents a real risk of weakening the fight against large-scale criminal organizations”, warned the corporation’s note.

The PF reinforced that, if the new rules had already been in force, several recent highly successful operations against organized crime would not have occurred. “The investigations that resulted in the dismantling of powerful criminal organizations, which operate in different areas of crime, would not have been possible with the changes suggested by this text”, stated the note.

According to the Federal Police, the proposed change, in addition to restricting the powers of the PF, could represent a significant setback in the fight against crimes such as corruption, drug trafficking, human trafficking and embezzlement of public resources, which require integrated and independent action by the security forces. These modifications compromise the scope and results of investigations. The change in the duties of the Federal Police weakens the fight against crimes that affect society as a whole, and may allow criminal organizations to continue acting without due repression”, concludes the PF note.

The proposal is still being analyzed by Congress, and its approval could change the dynamics of combating crime in Brazil. The Federal Police remains attentive to the discussions, reinforcing the need to maintain its independence and investigative capacity to guarantee the safety of the population and the effective fight against criminal organizations.
