The Secretary of Prizes and Bets sent a letter to the Executive Secretariat of the Ministry of Finance asking for a normative act to be issued that gives the sector the prerogative to request employees from other bodies so that it can perform its tasks.

At the beginning of the month, the (Federal Audit Court) gave 120 days for the Ministry of Finance to adopt the necessary measures to provide the Secretariat with human, technological and budgetary resources compatible with its regulatory and supervisory duties.
In the letter, Dudena states that, to comply with the court’s deliberation, it will be necessary to implement a structured plan that would involve other departments.
Dudena also says that there would be a need for medium and long-term measures to expand positions and positions of civil servants assigned to the Secretariat, in addition to studying the feasibility and interest in creating a career of its own to handle the specific technical skills of the area, “that is compatible with its duties as a regulatory body, which requires perpetuity, consolidation of institutional memory and consistency in the measures adopted”.
The secretary says that, as the Secretariat does not have its own career and employees, the alternative to fulfill its functions has been to staff employees with transversal careers, such as Specialists in Public Policies and Government Management and Technical Analysts of Social Policies, or requests for the assignment of employees.
“Both paths did not result in complete success, given that there were no capacity and there was a relatively small number of cases in which the Secretariat received consent for the assignment, even for a request to exercise general coordination positions”, he adds.
Therefore, he says, one solution would be to give the Secretariat the legal prerogative to request public agents from other public administration bodies and entities, to reinforce the workforce.
“This demand seems to be justified given the recent creation of the Secretariat and the growing and challenging volume of work, in an expanding sector and with very significant challenges”, he argues. He then asks the Executive Secretariat to send a proposal to issue a specific normative act to give the Prizes and Betting Secretariat the prerogative to request servers.
The Panel contacted the Ministry of Finance on Monday (22) to find out how many employees currently work at the Secretariat and how many would be needed to carry out its duties, as required by the TCU. He also questioned when the Executive Secretariat would send the normative act. The ministry responded that it would not comment.
