Government launches airport modernization plan – 02/11/2026 – Brasília Hoje

The government of Luiz Inácio da Silva (PT) announced this Wednesday (11) an investment plan for the country, with financing of R$ 4.64 billion via (National Bank for Economic and Social Development).

Among the main modernizations is that of (SP), which will gain a new passenger terminal and seven new boarding bridges. The modifications are expected to more than double the unit’s current terminal area, from 40,000 m² to 105,000 m².

According to the federal government, Congonhas has already reached 29.60% of the total execution of the works. In the area intended for aircraft movement, 9.80% of interventions have been carried out so far, while in the parking areas, stores and kiosks in the passenger terminal lobby — execution has reached 1.80%, according to the schedule for the initial phases.

The planning includes the airports of Congonhas, Campo Grande (MS), Ponta Porã (MS) and Corumbá (MS), Santarém (PA), Marabá (PA), Carajás (PA) and Altamira (PA), in addition to Uberlândia (MG), Uberaba (MG) and Montes Claros (MG).

Today, the 11 airports, all managed by the operator Aena, handle around 29 million passengers per year. With the changes, the block will be able to receive more than 40 million people per year, reinforcing the internalization of air traffic and the integration between capitals and interior cities.

During the implementation of the project, the government estimates that 2,800 direct and indirect jobs will be created. After the works, the forecast is for more than 700 new jobs.

The concessions phase, which includes the expansion and adaptation of airports to meet minimum infrastructure specifications, is expected to be completed by June 2028, in the case of Congonhas Airport, and June 2026, for the other terminals. This stage also includes increasing operational capacity and structural and sustainability improvements.

The financing of the plan was modeled by BNDES as a non-recourse project financing, in which payment is made with the project’s revenue stream. Through this, Aena will be able to refinance the debt under potentially better conditions, with a change in the financial cost.

The public offering for the issuance of debentures was coordinated by BNDES in union with , totaling R$5.3 billion.

BNDES’ financial support includes both the subscription of debentures, worth R$4.24 billion, and financing via the Finem line, worth R$400 million. Adding debentures (R$ 5.3 billion) and BNDES Finem line (R$ 400 million), total financing for Aena airports will be R$ 5.7 billion.

“I was proud to be your leader. Because when I took over the ministry, there was a prejudice in the financial market and now everyone was praising it”, the Minister of Ports and Airports, Silvio Costa Filho, told Lula, when referring to the CEO Conference Brasil, Pactual event in which he participated last Tuesday (10).

After Wednesday’s event, the minister stated that the intention is also to turn these air belts into large complexes, making airports more than just arrivals and departures structures. According to him, hotels and universities have already shown interest in installing themselves in these units.

The minister is one of the members of the government who will step aside on April 2, in accordance with electoral rules, to enter the dispute for positions in these elections. In the case of Silvinho, as he is known, the dispute should be for a seat in the Pernambuco Senate for the Republicans.
