Research by Abrig (Brazilian Association of Institutional and Governmental Relations) shows that the main challenge in the sector, for 80% of those interviewed, is the lack of qualified labor.
Other problems highlighted were constant changes in regulations (40%), legal uncertainty (20%) and alignment between the public and private sector (20%).
The research, carried out in 2025, analyzed 68 companies, 30 associations and 216 professionals in the Institutional and Government Relations sector, popularly known as lobbying.
The survey also shows that there is a tie when it comes to whether or not to support the regulation of lobbying activities in Brazil. There are 40% who fully support or with reservations compared to another 40% who do not support or show caution. Another 20% have no opinion.
Among the professionals surveyed, 42% have a specialization, 29% have completed a master’s degree, 24% have an MBA, 10% have a doctorate and 1% have a post-doctorate.
The majority of companies in the sector emerged between 2010 and 2019, are located in and have one to five employees, the survey also shows.
