The vice-governor of , Felício Ramuth (), is being investigated along with his wife, Vanessa Ramuth, for alleged money laundering in Andorra, a European country located between France and Spain and which was once .
The investigation conducted in Andorra, revealed by the Metrópoles website and confirmed by Sheetindicates that the couple would have moved more than US$1.6 million (around R$8.3 million, at current prices) in an account at AndBank, a bank based in the country, through transfers of “funds arising from illicit activities”.
The money, according to the Andorra Financial Intelligence Unit, would have been transferred from accounts linked to Visio Corporation Ltd SA, an offshore company in Panama in the name of Ramuth’s wife, without proof of origin. Both Visio and the AndBank account were opened on the same date, in October 2009.
HAS Sheet the vice-governor denied any irregularity and stated that he had provided all clarifications to the Andorra authorities. He also said that all resources were duly declared to the IRS.
Ramuth intends to be vice-president of the (Republicans) in the 2026 election for the São Paulo government and is seen by those around the governor as one of the governor’s representatives. In addition to him, another candidate for vice is the president of the Legislative Assembly, deputy André do Prado (PL).
When contacted by the report, the Government of São Paulo stated that there are no charges against the deputy and his wife and that this is an investigation against AndBank.
The Andorra Court, in the process, reports having reached the couple’s account while investigating “a money and valuables laundering plot”. The term “money laundering” is used to refer to money laundering crimes.
Ramuth and Vanessa traveled to Andorra last October to give a statement about the case. The hearing is mentioned in a procedure that was opened in Brazil at the (Superior Court of Justice) after the European country requested cooperation from the federal government, also in 2025.
In the records, to which the report had access, it appears that the Andorra Court blocked US$1.4 million (around R$7.2 million) in the couple’s account in May 2023, when Felício was already vice-governor.
According to the investigation, the movement in the AndBank account from 2009 to 2011 “was nourished through international transfers ordered by instrumental companies of which there is no information available and which come from countries such as the United States of America and Luxembourg”.
Ramuth did not declare to the Electoral Court any accounts abroad in his name both in 2022, when he was elected vice-governor of São Paulo, and in 2016 and 2020, in his election and re-election to the Mayor of São José dos Campos, in the interior of São Paulo.
Tarcísio’s deputy argues that the Andorra account is in his wife’s name and that all the amounts were deposited prior to his political life.
“There is no formal accusation against my wife or me, (but) an investigation involving the bank. All clarifications have already been provided directly in Andorra, including a copy of the Income Tax, proving origin. All resources are duly declared and with all taxes paid in Brazil, arising from private activities, and deposited in full in the period prior (2009/2011) to the beginning of my political life”, stated Ramuth.
In a statement, the Government of São Paulo states that there is no open process in Brazil regarding the case.
“There is no accusation against the vice-governor and his wife, nor any process opened in Brazil, but rather an investigation into the aforementioned bank AndBank. All clarifications on the case have already been provided directly in Andorra, with no new hearing scheduled and no new facts. All resources have been duly declared, as well as all taxes paid.”
