The PF (Federal Police) informed the STF (Supreme Federal Court) that it encountered technical difficulties in carrying out expertise on videos related to the action dealing with police operations in Rio de Janeiro. In a letter sent to Minister Alexandre de Moraes, the corporation requested that the material be sent on physical media and a new deadline set for completing the exams.
The document is signed by the deputy general director of the PF, William Marcel Murad.
According to the PF, the State Secretariat of Civil Police of Rio de Janeiro provided access links to images from body cameras used by police officers from Core (Special Resources Coordination) during Operation Containment, carried out on October 28, 2025. When accessing the indicated platform, the corporation identified 945 videos available for viewing.
However, after sampling verification, the PF found that only the direct reproduction functionality was enabled, with no possibility of downloading the files.
According to the letter, the absence of the extraction option makes the preservation of the material, the analysis of technical feasibility and the eventual carrying out of expertise impossible.
The corporation also pointed out that only one of the files had an integrity check code (hash), with the same information not available for the other videos, which would compromise the verification of authenticity after any data transfer.
Given the limitations, the PF requested that the Secretariat be determined to forward the files on physical media, in the native format. If the format is proprietary and not compatible with commercial players, the corporation also requests the sending of the necessary software or tool for adequate visualization and analysis.
Considering the volume of 945 videos, the PF also requested the establishment of a new deadline for completing the investigation, counting from the actual receipt of the files and the carrying out of a preliminary technical assessment.
