This Thursday’s session (Feb 26) was marked by confusion and defeat by the government, which tried to articulate to block voting
The CPMI (Mixed Parliamentary Commission of Inquiry) of the INSS (National Social Security Institute) approved, this Thursday (26.Feb.2026), the breaches of tax and banking secrecy of Fábio Luís Lula da Silva. He is the president’s son (PT).
The meeting started 1h30 late. A protest near the entrance to the Chamber made it difficult for committee members to arrive, including the rapporteur. (União Brasil-AL). There was also intense coordination among the government base to remove Lulinha’s requests for breaches of banking and tax secrecy from the agenda.

At the beginning of the session, the government supporters managed to approve, by 18 to 12, that the voting on the requests would be done as a block – when the requests are evaluated together by the commission, and not individually.
The strategy made sense because, in the INSS CPMI tug of war, the government would count on the circumstantial support of Centrão, which tries to block the voting of applications linked to banking institutions – Master, Santander, BMG, PicPay and C6 Consignado.
However, when opening for symbolic voting (when it is not nominal), the government base was defeated, which led to a discussion and push and shove in the session, which was suspended.
“For the agenda to be overturned en bloc, it was necessary for the government to present the majority of votes or 15 parliamentarians present, according to the panel of 31. They presented, and I counted twice, 7 votes against, therefore, the agenda was approved in its entirety”said the senator (Podemos-MG), president of CPMI.

The government’s strategy was to block this vote until requests for breach of confidentiality by businessman Fabiano Zettel, former president of the BC (Central Bank) Roberto Campos Neto and senator (PL-RJ).
“We want research that reaches Chico and Francisco”said the senator (PT-AP), government leader in the House. “Real investigation cannot be selective.”
