Impact will be R$31 million in 3 years; opening of vacancies will be staggered to respect budget windows
The Chamber of Deputies approved this Tuesday (March 3, 2026) the bill that expands the staff of the (National Council of Justice). The text creates 240 new positions, including permanent positions and trust functions. The implementation will be divided into 3 years, from 2026 to 2028.
The score was 248 votes in favor and 164 against. It is authored by the CNJ itself and was reported by the deputy (PT-MA). It goes to the Senate for analysis. Here is the proposal (PDF – 14 MB).
The creation of vacancies will be staggered to respect budget windows. There will be 85 positions in 2026, 65 in 2027 and the remaining 90 in 2028, divided as follows:
The estimated impact on the project is R$31 million over 3 years.
- 2026: R$9.25 million;
- 2027: R$8.25 million;
- 2028: R$13.49 million.
To comply with the rules of the Fiscal Regime, the CNJ informed that there will be no net increase in the body’s total expenses. The increase in personnel expenses will be offset by internal relocation, with an equivalent reduction in other primary discretionary expenses.
The council argues that the framework has been out of date for 20 years and that the current structure does not accommodate the body’s new constitutional responsibilities.
