The document contains guidelines for the period from July 4th, when the ban on inaugurations by public agents begins, until the inauguration of elected officials. The objective is to reduce legal risks, standardize conduct and ensure compliance with the constitutional principles of legality, impersonality and administrative morality.
As a general rule, according to the booklet, institutional communication during this period must have an educational, informative and socially oriented character, without content that could be interpreted as personal promotion of public agents.
The material recommends focusing on service provision, prioritizing population records, public equipment and official documents.
The document also reiterates the prohibition of candidates and pre-candidates participating in inaugurations, ceremonies and institutional content in the three months preceding the election.
The booklet preaches that in the digital environment it is necessary to avoid publications that go beyond the informative duty, decontextualized content or comparisons between administrations and reinforcing. It also advocates actively confronting misinformation. Furthermore, there is a need to observe the legal ceiling on institutional advertising.
The booklet will be presented and debated at the 9th National Forum of State Communication Secretariats, which takes place in the capital of Rio Grande do Sul.
