Governor of São Paulo says that appointment by the Trump administration would facilitate cooperation for “more effective combat”
The governor of São Paulo, (Republicans), classified it as a “opportunity” the possibility of Brazilian criminal factions such as the PCC (Primeiro Comando da Capital) as terrorist organizations.
Tarcísio’s statements were made on Wednesday (11 March 2026) in an interview with journalists after an appointment at the São Paulo Metro Operational Center, in the south zone of the capital of São Paulo.
“I see this as an opportunity, because, from the moment a government like the United States views the PCC as a terrorist organization – and that is, in fact, what they are –, it becomes easier, the path to cooperation becomes open so that we can integrate intelligence, bring financial resources and fight an even more effective fight.”, stated the governor of São Paulo.

On Sunday (8 March), it was reported that the government of the US president, (Republican Party), is expected to announce the PCC and the CV as FTOs (Foreign Terrorist Organizations) in the coming days. The documentation that categorizes groups with this designation would have already been finalized.

This possible decision by the USA goes against what the president’s government (PT) has already defended. According to, the designation of a foreign organization as terrorist triggers the freezing of financial assets and migratory restrictions on its members, in addition to the criminalization of the voluntary provision of material support or resources to the classified group.
If they are foreign nationals, members of an FTO are not admitted to the United States and may be removed from the country.
FTOs are designated by the Secretary of State under the U.S. Immigration and Nationality Act. To do this, the organization must meet certain requirements, such as being foreign, being involved in terrorist activities or having the capacity and intention to engage in this type of activity.
