The Minister of Foreign Affairs told the Minister of the (Supreme Federal Court) that the visit to (PL) of Darren Beattie, advisor to, could constitute “undue interference in the internal affairs of the Brazilian State”.
Vieira’s demonstration occurred in response to Moraes’ decision on Wednesday night (11), which had requested information about the .
The American had a request to visit Bolsonaro authorized by Moraes, but the former president’s defense requested that the date be changed.
“It is important to note, it is appropriate, that the visit of a foreign State official to a former president of the Republic in an election year may constitute undue interference in the internal affairs of the Brazilian State”, said Vieira, in the letter sent to Moraes.
“I recall that the International Court of Justice, on more than one occasion, has highlighted the customary nature of the principle of non-intervention […]. The principle of non-intervention is also enshrined in the Charter of the Organization of American States, in its art. 3(e), to which both Brazil and America are parties. Furthermore, the principle of non-intervention, as a customary and conventional norm that binds Brazil and the United States of America, is expressed in the Brazilian Federal Constitution, in its art. 4th, IV, as a rule that governs Brazil’s international relations.”
On Wednesday night, Moraes wanted to check with Itamaraty whether Beattie’s official commitments justify an exceptional change in the date of visit to Bolsonaro, who is imprisoned in Papudinha due to his conviction for the attempted coup d’état.
In response, Mauro Vieira stated that American authorities had requested only two meetings at the Ministry of Foreign Affairs, but that they (10). None of the meetings, continued Vieira, has been confirmed by Itamaraty.
Vieira told Moraes that American authorities informed him that Beattie would come to Brazil for meetings with the Brazilian government and to participate in a conference on critical minerals organized at Amcham headquarters in São Paulo on March 18.
Furthermore, as of March 11, there was no diplomatic agenda registered with the Ministry of Foreign Affairs involving Darren Beattie and that the request to visit the former president does not fit within the objectives officially communicated by the State Department.
“At the time of the aforementioned request to the Consulate General [do Brasil em Washington]there was no mention of the visitor’s possible interest in holding meetings or visits not related to the officially communicated objectives. Thus, the processing and granting of the visa occurred exclusively based on the justification then presented by the State Department”, argued Vieira.
Vieira also told Moraes that Beattie’s request for a meeting with the former president was not processed by the Ministry of Foreign Affairs.
With these arguments, Lula’s chancellor concluded that Beattie’s request to meet with Bolsonaro “does not fit with the objectives officially communicated by the State Department” regarding the purpose of the visit.
