The time is ripe for the new law. For too long, people who have no idea about it have been allowed to take dogs. They don’t know their animal’s needs and interpret panting as a “smile”, not as a stress signal. The consequences are dire. Poorly kept dogs often bite. From July onwards, anyone taking on a dog for the first time will have to complete four hours of theory and two hours of practice. This doesn’t solve all problems, but it does help with cooperation.
