Companies that cheat on freight will be prevented from operating, says minister

According to Renan Filho, the government wants to stop the hiring of violators to guarantee the table and avoid truck drivers’ strike

The Minister of Transport, (MDB), announced this Wednesday (March 18, 2026) that the federal government is preparing new regulations to tighten compliance with the minimum floor for road freight. The main measure will be to prevent companies that regularly cheat the table from continuing to hire cargo transportation.

The focus will be on stopping irregularities. THE The measure meets what truck drivers request. One preventive measure that, when recognizing that the subject is acting deliberately, suspends the right to contract freight in a precautionary manner. Today the regulator can only act at the end of an action against companies. And we must suspend both contractor and transporter”, stated the minister, during the announcement of measures to inspect road freight at the ministry’s headquarters.

The initiative comes at a time when the government fears the risk of a new strike by truck drivers and seeks to give effect to the policy created after the category’s strike in 2018.

According to the minister, simply intensifying inspection has not been enough to curb irregularities. In the government’s opinion, penalties are now treated as an operational cost by companies, which reduces their effect.

The government assesses that the possibility of judicializing fines also weakens the current model. Therefore, regulation must focus on administrative measures that directly affect the operation of companies, such as restrictions on freight contracts.

Among the companies with the highest volume of fines are BRF, Vibra Energia, Raízen, Ambev and Cargill. In addition to BRF, companies such as Motz Transportes, TransÁgil Transportes, Unilever and SPAL Indústria de Bebidas appear in the ranking by value of fines.

Dissatisfied with the rise in fuel prices, groups representing truck drivers from different regions of Brazil.

The president of (Brazilian Association of Motor Vehicle Drivers), Wallace Landim, known as Chorão, told the Poder360 that the category has already decided to fold its arms if there is no progress with the government. “We are just finishing aligning with other entities and from tomorrow we will already have a defined date”.

He said that, without an agreement, the intention is to carry out a strike equal to or greater than that of 2018. He stated that “to miss” 2026 is the same as 8 years ago. He stated that the strike would involve not only self-employed truck drivers, but also those hired by transport companies, in addition to app drivers.
