Provisional measure estimates the construction of 2,500 homes and expansion of credit for municipalities affected by climate events
The federal government allocated R$1.3 billion for response and reconstruction actions in areas affected by intense rains, such as in Minas Gerais. Provisional Measure No. 1,342 of 2026 was signed by the president (PT) on Tuesday (17.mar.2026) and published on the DOU (Official Gazette of the Union) this Wednesday (18th March).
The resources will be applied to social assistance, housing, access to credit and climate adaptation. The main focus is on rain in February and March 2026. Other regions of the country will also be covered.
Of the total forecast, R$5 million will be invested in strengthening the Suas (Unified Social Assistance System) network in Minas Gerais. The values will support social protection actions in emergency situations and public calamities. The measure will also contribute to the structuring and expansion of social assistance services in the affected municipalities.
The government will allocate R$500 million to pay quotas in the FAR (Residential Lease Fund) in Minas. The measure will enable the contracting of around 2,500 housing units. The objective is to guarantee decent housing for families who lost their homes.
The FGO (Operations Guarantee Fund) will receive R$300 million. The resources will facilitate access to credit for individuals and companies affected by climate events that occurred in February and March 2026 across the country. The initiative aims to support the recovery of small businesses and local economic activities.
Another R$500 million will be directed to credit operations aimed at mitigating and adapting to climate change. The resources will also be used to combat the social and economic consequences of public calamities across the country.
The initiatives will be coordinated by the Ministries of Development and Social Assistance, Family and Fight Against Hunger and Cities. The Ministry of Finance will be responsible for managing financial operations.
