The federal government, through the Interministerial Technical Working Group (GTT) of Delivery Drivers by Application, presented this Tuesday (24 March 2026) a final report to regulate work by application. The document suggested a minimum fee of R$10 per trip for passenger transport or delivery services, in addition to an additional R$2.50 per kilometer traveled. “The proposal aims to improve remuneration justice and include a central parameter in the real dynamics of the service. The measure seeks to adequately compensate variable operational costs, such as fuel, vehicle wear and additional travel time, avoiding financial losses for workers on longer journeys”the report states.
The document will serve as an element for the rapporteur of the deputy (Republicanos-PE), forward the project to the Chamber of Deputies for a vote. The text deals with the regulation of work by application, such as , e .
The working group report also proposes ensuring full payment on grouped routes to avoid “artificial reduction” of remuneration in multiple deliveries, a practice that transfers to the worker the “burden of logistics optimization” platforms, without increasing the cost of the service to the user.
“The measure ensures that each service performed is duly valued, preserving proportionality between effort, time and operational cost. The suppression of provisions that authorize reduced rates reinforces remuneration justice and prevents distortions that compromise the economic sustainability of the activity”says the report.
