President Luiz Inácio Lula da Silva (PT) sanctions this Tuesday (24 March 2026), at Palácio do Planalto, the Antifaction PL (PL 5,582 of 2025), which establishes the legal framework to combat organized crime in Brazil. The president of the Chamber, Hugo Motta (Republicanos-PB), participates in the ceremony.
The sanction occurs after the approval of the text in Congress and in the midst of the (Federal Supreme Court) for alleged unconstitutionality.

Planalto assesses that the project was modified throughout the legislative process, under the influence of the rapporteur (PP-SP), which reduced the government’s margin to shape the final content of the proposal. Given this, the strategy became to sanction the text and count on possible judicial review of points considered problematic.
The Antifaction PL brings together measures aimed at confronting criminal factions and combating organized crime. The government’s expectation is to present an institutional response to the advancement of these organizations, while preserving the possibility of challenging controversial sections in the Supreme Court.
