Belline Santana was summoned to testify this Tuesday (24th March) as being investigated; was head of the Banking Supervision Department of the monetary authority
Minister André Mendonça, of the Federal Supreme Court, decided that the former head of the Belline Santana Banking Supervision Department is not obliged to go to the Organized Crime CPI. The decision was made on Monday (23. March 2026). Here is it (PDF – 153 kB).
Santana was summoned to testify this Tuesday (24th March) as being investigated, but his defense claimed the risk of illegal embarrassment if he were forced to appear before the commission.
Mendonça declared that, in this condition, the Central Bank employee cannot be compelled to go to the CPI, nor suffer any type of sanction in case of absence.
“The constitutional guarantee of any person being investigated against self-incrimination is indispensable, a fundamental right expressly enshrined in article 5, LXIII, of the Constitution of the Republic”says the decision of the STF minister.
If the public official decides to appear, the right to remain silent will be guaranteed, in addition to not being obliged to make a commitment to tell the truth.
Investigation
Belline Santana is the target of fur. Besides him, Paulo Sérgio de Souza, former director of Supervision at the Central Bank, is also being investigated.
The cases were opened after the conclusion of an investigation carried out by the BC. They have a deadline of 60 days to be completed.
In the investigation conducted by the Federal Police, theBoth were noted as founder of Banco Master.
According to the PF, Souza and Santana maintained direct and frequent dialogue with Vorcaro, “starting to act informally in favor of the interests of the financial institution subject to the supervision of the same authority with which it maintained a functional link”.
In a note to Poder360the CGU said it will not comment “the opening or progress of administrative disciplinary proceedings, which are conducted confidentially”.
