Viana denies irregularities in transfers to the Lagoinha Church foundation

Lagoinha Church is investigated because of former pastor Fabiano Zettel, brother-in-law of Daniel Vorcaro, owner of Banco Master

The senator (Podemos-MG) told the Supremo Tribunal Federal (STF), this Friday (27th March 2026), that the transfers of around R$ 3.9 million to the Oásis Foundation, linked to the Lagoinha Church and the target of investigations by the CPMI of the INSS, followed technical and legal criteria. The parliamentarian denied irregularities and classified the suspicions as “political narrative”.

The answer was presented Flavio Dino for clarification on possible irregularities. According to Viana, who presides over the INSS CPMI, the resources were allocated through social assistance funds, without direct interference over execution. The senator also refuted accusations of lack of transparency and misuse of purpose. Here is the full answer ( – 11 mB).

The parliamentarian stated that, at the time of the transfers, there was no investigation or “taint” about the beneficiary institution.

The indication of parliamentary amendments does not oblige the author of the amendment to follow the entire procedure for spending the resource”, he declared.

Dino’s decision is based on a petition presented by deputies (Psol-RJ) and (PT-MG). The congressmen cite a report according to which the senator had sent R$3.6 million to the foundation through Pix amendments.

Viana corrected the values in the response. According to him, R$1 million were sent to the Capim Branco branch —and not R$650,900, as the deputies stated—, totaling R$3.9 million. The amount was distributed in 3 transfers:

  • 2019: R$ 1.5 million to Belo Horizonte City Hall, destined for the Oásis Foundation;
  • 2023: R$1.44 million to the Oásis de Capim Branco Foundation, in the metropolitan region of Belo Horizonte;
  • 2025: R$ 1 million to the Capim Branco branch.

For Vieira and Correia, the transfers represent “possible misuse of purpose”, as the amendments would meet the “interest in maintaining the political-financial link between the parliamentarian and the entities investigated”.

The Lagoinha Church is also linked to , founder of Banco Master. Fabiano ZettelVorcaro’s brother-in-law, was a pastor there and was arrested after the outbreak of the 3rd phase of the .
