A draft resolution that seeks to oblige the presidency of the Chamber to publish the plenary agenda at least 24 hours before the vote has raised discussions behind the scenes.
The text is inspired by the Open Chamber initiative of the Pact for Democracy and aims to increase the transparency and predictability of voting.
It is not uncommon for more controversial issues to enter the agenda hours before the plenary session.
The text, however, has not yet been formally presented. Authored by deputy Gisela Simona (União Brasil-MT), the proposal is available in the House system for parliamentarians to register co-authorship.
The Pact for Democracy, which brings together more than 200 civil society organizations, proposes 14 changes to the Chamber’s Internal Regulations.
“Ensuring the announcement of votes in advance strengthens not only legislative work, but also society’s right to monitor and influence public decisions”, says Natália Neris, the entity’s political advocacy manager.
