Lula government makes two more changes in ministries before the elections

Two more federal government ministers formally left their positions this Wednesday (1st). Extra edition of the Official Gazette of the Union (DOU) brought the exemptions of Marina Silva from the Ministry of Environment and Climate Change and Renan Filho from the Ministry of Transport.

Both will run for elected office in October. Marina could run as a candidate for the Senate in the state of São Paulowhile Renan should run for government of Alagoas, a state he previously governed.

No Ministry of the Environment, command now belongs to João Paulo Capobiancothen executive secretary of the department and Marina Silva’s right-hand man.

Already Transport portfolio, who takes over is George Palermo Santoro, who also held the position of executive secretarywho is precisely second in the ministry hierarchy.

In total, about 18 of the 37 ministers of President Luiz Inácio Lula da Silva tThey will leave their positions to contest the elections.

This is a requirement of electoral legislation, according to which holders of positions such as state ministers, governors and mayors, who intend to be elected to other positions, have to leave their role within a maximum period of up to six months before the date of the elections. This deadline, therefore, expires on April 4th, as the 1st round of elections will be held on October 4th.

A requirement for the so-called incompatibility of positions, according to the Superior Electoral Court (TSE), serves to prevent abuse of economic or political power in elections through the use of public administration resources, ensuring parity between the candidates in dispute.

The rule also applies to magistrates, state secretaries, members of the Federal Audit Court (TCU), the States (TCEs) and the Federal District (TCDF). The rule also applies to directors of companies, entities and public foundations in general.
