Flávio Bolsonaro nods to Tarcísio with end of re-election – 04/06/2026 – Politics

Defending one of the Republic was a way for (-RJ) to seek support from governors and parties for his presidential project this year.

The PEC filed by the senator at the beginning of March determines that the President of the Republic is ineligible for the same position in the following election. Through the proposal, Flávio signals to potential allies that, even if he wins in October, he will leave the way open for other candidates in 2030.

In Congress, the assessment is that the chance of the PEC being approved this year, in the middle of the election, is very low, especially because other initiatives in the same direction are paralyzed — although the end of re-election for president has already obtained a majority in the Chamber more than ten years ago and in a committee last year.

To come into force, a PEC needs the approval of three-fifths of the senators and federal deputies, in a two-round vote in each House.

But Flávio’s allies work with the expectation that, if the senator is elected, the proposal will be approved in the first quarter of 2027. In this case, Flávio would not be able to run again in 2030, since his PEC does not provide for a transition rule — something that could still be included by Congress.

If amnestied, the former president (PL) could run, even if the PEC is approved, because the proposal only prohibits re-election for consecutive terms.

Unlike similar measures, this PEC does not prohibit re-election to other positions, precisely to avoid resistance from congressmen to the issue. It also does not change the length of the four-year term.

One of the main recipients of Flávio’s nod is the governor of , (Republicans), who in 2030 will have the presidential race as a natural option, after seeking re-election this year. The senator’s interlocutors deny, however, that there is already any prior agreement with the governor for him to be the next presidential candidate of the Bolsonarist right.

The measure also aims to attract the endorsement of other governors, leaders and parties that are in line to contest the Palácio do Planalto in a scenario without (PT) or Bolsonaros at the polls.

Flávio’s allies admit that the implicit message in the PEC is that the Bolsonaro family should not run in four years, which makes all those with presidential aspirations understand that there is no unattainable horizon for them.

For Flávio’s campaign coordinator, however, the PEC demonstrates the senator’s detachment and brings a programmatic benefit, not just an electoral one.

“It’s a clear gesture of detachment, because Flávio is saying that his election will not enable re-election. In other words, the vision he will have when exercising his mandate as president will not take into account the next ones, but the next generations”, said senator Rogério Marinho (PL-RN) to Sheet.

“There will be no political calculation. He shows that he will be willing to take the necessary measures to put the country back on the path to prosperity. Flávio’s gesture shows detachment, public spirit and a statesman’s vision”, adds the coordinator.

Other Bolsonaro supporters also say that the PEC is a response to criticism that the Bolsonaro clan has a plan to stay in power. It would be the opposite attitude of the PT, which, they say, seeks to remain in charge of the country forever.

The presentation of the PEC was seen as a necessary gesture by the senator’s team, especially given the predilection of center leaders and financial market representatives for Tarcísio, in addition to the .

In practice, however, the proposal has had little repercussion in Congress so far. It also did not prove to be decisive for the arrival of allies in Flávio’s pre-campaign, according to party leaders and leaders interviewed by the report.

Legends from the center, such as PP and Republicans, have taken into account other factors, such as voting intention surveys and state platforms.

Tarcísio’s interlocutors tell the reporter that the governor will be on Flávio Bolsonaro’s platform and will work for his election, with or without the PEC of re-election.

To present a PEC, a senator must collect at least 26 signatures, in addition to his own. A, all in opposition to the Lula government.

Last year, which ended re-election to Executive positions and set a five-year term, but the proposal has not yet been discussed in the plenary.

The president of the CCJ, senator Otto Alencar (PSD-BA), says that “ending reelection is a good thing for Brazil.” He states that all parties were in favor of the measure in the commission and that he has already asked the president of the Senate, (União Brasil-AP), to guide the PEC, but there has been no sign that this will happen.

“Flávio is just plagiarizing what we’ve already done”, says Otto regarding his colleague’s PEC.

In the Chamber, there are a series of PECs with the same topic being processed together, but they were not even discussed in the CCJ, the first stage of the process. Other PECs of the Chamber that also prohibited re-election in the Executive ended up being harmed when it provided for this measure and became known as political reform.

When passing through the Senate, however, part of the text, including the section prohibiting re-election, was left for further analysis, which was not completed.
