Reginaldo Vieira and Carlos César Moretzsohn: who are the military fugitives from the coup plot

Three other convicts in the case were arrested this Friday morning (10); Reginaldo and Carlos live abroad

Army colonel Reginaldo Vieira de Abreu and the president of the Instituto Voto Legal, Carlos César Moretzsohn Rocha, were considered fugitives, after the execution of the sentences of the new core 4 of the coup plot, this Friday morning (10). Reginaldo Vieira is in the United States and Carlos César in the United Kingdom.

Three of the seven soldiers convicted by the STF (Supreme Federal Court) were arrested in this wave of arrest warrants. The arrests made were determined by minister Alexandre de Moraesfrom the STF, which ordered the execution of sentences to begin after the rejection of the appeals presented by the defenses.

Reginaldo Vieira de Abreu

Reginaldo Vieira de Abreu is a reserve colonel of the Brazilian Army and former chief of staff of the General Secretariat of the Presidency during the Jair Bolsonaro government. He is considered a fugitive because he is in Florida, United States, where he has lived since 2023.

He is trained in Military Sciences from the Academia Militar das Agulhas Negras (AMAN), graduating in 1990, when he joined the army. Reginaldo was also commander of the 6th Jungle Infantry Battalion (Guajará-Mirim/RO) and served as deputy chief of operations at the Ministry of Defense between 2013 and 2015.

The colonel was sentenced to 15 years and six months in prison, but he had already informed his lawyers in recent days that does not intend to return to Brazil.

His closest documented network of contacts is mostly made up of colleagues in uniform from the so-called “Disinformation Center” of the 2022 coup plot.

Carlos César Moretzsohn Rocha

Carlos César Moretzsohn Rocha, 72 years old, was the president of the Voto Legal Institute. He is an electronics engineer graduated from the Technological Institute of Aeronautics (ITA). After the 2022 presidential elections, he was hired by the Liberal Party (PL) to carry out studies to base the action in which the party challenged the result of the first round of elections in the Superior Electoral Court (TSE). In the action, disinformation was used to suggest fraud in electronic voting.

At the time, Carlos was sentenced to 7 years and six months in prison – in addition to a fine of R$30 million – for the coup plot that occurred during the government of former president Jair Bolsonaro, he was the target of a house arrest warrant issued by the Minister of the Federal Supreme Court (STF) Alexandre de Moraes in December 2025.

According to the Federal Police (PF), at the time, agents went to the institute’s president’s residential building, in São Paulo, and discovered that he no longer lived there. When contacting the lawyers, the police officers were informed that the president refused to provide the new address to the defense.

The PF discovered that he had left the national territory on September 26, 2025, heading to the United Kingdom. Currently he still is on the run in British territory.
