Proposal applies to workers with active registration in the Service Time Guarantee Fund
O federal deputy Marcos Pollon (PL-MS) presented to the Chamber of Deputies the Project that authorizes workers to withdraw resources from the Service Time Guarantee Fund (FGTS) for the acquisition of a firearm for personal defense.
The proposal was filed in August 2025. The proposal is expected to be voted on this Tuesday (14) by the Security Committee.
According to the text, withdrawal would be allowed once a year, on the worker’s birthday or on the next business day. To access the resources, the beneficiary would need to prove regularity in the National Weapons System (SINARM) or in the Military Weapons Management System (SIGMA) and present a valid purchase authorization issued by a competent body.
The value of the withdrawal would be limited to what is necessary to cover the acquisition of the weapon, the annual quota of ammunition and accessories essential for the safe storage of weapons, in accordance with regulations to be published by the FGTS Board of Trustees within 90 days after the possible sanction of the law.
In justification, Pollon argues that the high cost involved in legalizing a gun — which includes courses, documentation, psychotechnical tests and storage devices — prevents low-income workers from exercising what it calls their “fundamental right to self-defense.”
The parliamentarian argues that the measure would correct an asymmetry of access without burdening public coffers, as the resources already belong to the worker.
The deputy also maintains that the proposal does not change the requirements of the Disarmament Statute nor does it relax the technical and psychological fitness criteria required for possession of weapons. The PL is being processed in the Chamber and does not yet have a designated rapporteur.
