The use of private jets is widespread among authorities of the three Powers, reveal documents obtained by Sheet. The list of passengers who boarded the executive terminal at Brasília airport in 2025 records ministers from the (Supreme Federal Court), the Executive, and .
Among the names who accessed the executive terminal at Brasília Airport are at least 38 federal deputies, 20 senators, 4 ministers from the STF and 4 from the Executive.
The planes used belong to businesspeople, air taxi companies and, in some cases, parliamentarians themselves.
The president of the Chamber, (-PB), used a jet owned by businessman Marcelo Perboni on January 14 last year to go to the funeral of the deputy’s father (PP-AL).
Perboni owns a supermarket chain in the Federal District, among other businesses. “On that occasion, in a moment of mourning, Marcelo Perboni provided transportation for the aforementioned deputies to travel, on a strictly personal and supportive basis,” said the businessman’s press office. Motta did not comment.
The deputy assumed the presidency of the Chamber at the beginning of February 2025 and, from then on, had the right to use FAB (Brazilian Air Force) planes.
Another example is that of the senator (PSD-BA), president of the CCJ (Constitution and Justice Commission). He traveled three times on Prime You jets, a company that had the former owner of Banco Master Daniel Vorcaro among its partners. The journeys took place on March 13, April 9 and June 12, 2025.
The parliamentarian said he did not know who owned the plane and that the flights were paid for by lawyer Ciro Soares, who acted for Daniel Vorcaro.
“Lawyer Ciro Soares, who has residence and office in Salvador, a lawyer in PSD cases in Bahia, invited me to these flights”, he stated.
Soares stated that he uses charter flights when he needs to make quick trips. “In this case, I called Senator Otto to travel with me, who was going to the same destination, Salvador”, he explained.
A son of the senator, the advisor to the Court of Auditors of the State of Bahia Otto Alencar Filho, has a stake in a company that received R$12 million from Master between 2022 and 2025.
He owns M&A Participação, which, in turn, is one of the owners of Mollitiam, which received the Master’s resources. In a note, Alencar Filho stated that M&A has shares and quotas in several companies. “All services from these companies were duly invoiced; revenues, expenses and investments accounted for; and taxes paid,” he said.
Another case revealed by Sheet is that of the senator (PP-PI). He traveled eight times in , the JBS group company that operates seaports.
In the Judiciary, the most emblematic cases are those revealed by the Sheet involving STF ministers Alexandre de Moraes, Dias Toffoli and Kassio Nunes Marques.
Moraes and his wife, Viviane Barci, visited the Brasília executive jet hangar eight times. Next, there was takeoff.
Viviane’s office, Barci de Moraes Sociedade de Advogados, as revealed by documents sent to the CPI (Parliamentary Commission of Inquiry) which investigates organized crime.
Already Dias Toffoli at 10 am on July 4th, according to information from Anac. A Prime Aviation plane took off at 10:10 am for Marília (SP), the minister’s hometown, according to data from Decea.
The minister, original rapporteur of the investigation investigating Master’s fraud, left the case after the PF (Federal Police), which, according to Toffoli, had to do with the sale of shares in Tayayá.
Nunes Marques, current vice-president of the TSE (Superior Electoral Court), traveled several times on the plane of electoral lawyer Gustavo Severo, who works at the court.
Severo defended the former governor of Rio de Janeiro (PL) in the TRE (Regional Electoral Court) of Rio de Janeiro, leaving the case in the final stage of the trial, in the embargo phase.
Minister Kassio Nunes Marques participated in the trial at the TSE e.
Cases of Executive ministers on private jets are less common, as they can use FAB planes.
Travel with FAB aircraft is restricted to professional activities, but the rule is often circumvented by setting agendas close to the weekend in each minister’s electoral base. So, they fly to their states with official planes, participate in public events and spend the following days there.
Despite having Air Force aircraft available, some Executive ministers appear on the boarding list at the executive terminal in Brasília, mainly intended for private planes.
According to , the then minister of the Civil House, , and the minister of the Communication Secretariat, , used a jet belonging to the sons of businessman Nestor Hermes. He is accused of leading a land grabbing scheme by the Public Ministry of Bahia.
Conflict of interest
The use of private aircraft in itself is not illegal, but it raises questions when the plane is owned or paid for by a businessman or other person who can benefit from the authorities’ actions.
In the opinion of experts, the situation may constitute a conflict of interest. If there is an exchange of favors linked to the use of private property, there may be a crime.
According to FGV public administration professor Gustavo Fernandes, the legislation already prohibits clear situations of conflict of interest, such as cases in which a judge must step aside from the processes of a businessman with whom he took a ride on a jet.
The rules, however, are lax in allowing favors like these when there is no clear and direct relationship between the parties, which leaves room for complex pressures on authorities who can approve a law or make decisions in a lawsuit.
Fernandes advocates passing legislation to regulate lobbying. “We would actually have a gain if we managed to raise our prohibitions to a stronger level, which is what will build an internalization process in the country, incorporating that this is wrong, that you cannot take a ride on a jet and need to pay for your own ticket”, he says.
