The acting president of Alerj (do), Guilherme Delaroli (PL), scheduled the election for the presidency of the house for next Friday (17). The date was defined after the TRE (Regional Electoral Court) approved this Tuesday (14) the retotalization of votes following the impeachment of former deputy Rodrigo Bacellar (União Brasil).
The election was scheduled this Wednesday (15) after a meeting of the college of Alerj leaders. The choice of the head of the Rio Legislative Assembly is expected to provoke, due to the dispute over command of the Guanabara Palace.
The future president of Alerj is prevented from taking over the state government by decision of the STF (Supreme Federal Court), which determined the president of the Court of Justice until the election for the buffer governor. Maintaining the decision reverses the order of the line of succession provided for in the state Constitution.
The tension between the deputies increased with the determination to spend more than R$ 1 million in all departments, in addition to blocking the making of new hires.
Eight parties that make up the base of () for the campaign for Palácio Guanabara defended that Alerj choose its president only after the STF concludes the judgment on how the election for buffer governor will be, which will lead the state government until December 2026.
The note, signed by PSD, MDB, Podemos, PT, PDT, PSB, Cidadania and PC do B, states that “it is legally, legally and constitutionally unfeasible to hold elections in Alerj at this time”.
However, the Court denied Congressman Luiz Paulo’s (PSD) request to order Alerj to await the STF’s judgment.
The movement of Eduardo Paes’ party, pre-candidate for state government, was criticized by PL deputies, whose alliance has a majority in the house.
“A spoiled group from the state of Rio de Janeiro, knowing that it is at an electoral disadvantage within the Legislative Assembly, has been making a move at all costs to make the process more difficult,” said deputy Anderson Moraes (PL), at this Tuesday’s session in Alerj.
“The line of succession needs to be recomposed. Then, whether it will move forward or not, is another discussion”, said deputy Jair Bittencourt (PL).

The state government is not, at the moment, under the command of the president of Alerj because the position has been vacant since December, when Bacellar was arrested on suspicion of leaking information about an operation against former deputy TH Joias, suspected of links with Comando Vermelho.
Guilherme Delaroli, vice-president of Alerj, provisionally assumed the presidency of the House, but cannot take over the Guanabara Palace as he is not the holder of the position. For this reason, the government is under the responsibility of Couto, president of the TJ-RJ and last in the line of succession provided for in the Rio de Janeiro Constitution.
The election for Alerj’s presidency will take place because Bacellar was impeached last month by the TSE in the same process that condemned Castro. With the command of the House officially vacant — before he was just removed — the election can take place.
Alerj even held an election in March in which it chose, by 45 votes, deputy Douglas Ruas (PL) as president. The act was annulled by the state court, because it occurred before the votes were re-totaled after Bacellar’s impeachment by the TSE. The recount, however, did not change the composition of the House.
Pre-candidate for state government, Ruas must run again for president of Alerj. Paes’ group is still trying to find a name for the dispute, but there is little hope that it will be possible to overcome the broad alliance that the PL has in the Rio de Janeiro Legislature.
