The rapporteur of the (Parliamentary Commission of Inquiry), senator (MDB-SE), the ministers of the (Federal Supreme Court), and, in addition to the Attorney General of the Republic, .
The commission was originally created to investigate organized crime and the activities of factions in the country, especially linked to drug trafficking. However, it began to be used by senators to overcome resistance to the creation of a CPI to investigate him and his relations with authorities.

INSTALLATION
The Organized Crime CPI in October last year, the day after which left 122 people dead. The objective, at the time, was to investigate the structure, expansion and functioning of organized crime, with a focus on militias and factions. The decision to install it came from the president of the Federal Government (União Brasil).
The CPI was installed days later, on November 4th.
COMPOSITION
The presidency went to senator Fabiano Contarato (PT-ES), the vice-presidency went to Hamilton Mourão (Republicanos-RS) and the rapporteur went to Alessandro Vieira (MDB-SE).
Just before the vote, . Senators Sergio Moro (PL-PR) and Marcos do Val (Avante-ES) were replaced by Teresa Leitão (PT-PE) and Beto Faro (PT-PA). Senator Soraya Thronicke (PSB-MS), who was a substitute, took over as senator in place of senator Jorge Kajuru (PSB-GO), who became a substitute.

Another seven parliamentarians join the CPI as substitutes. They are: Veneziano Vital do Rêgo (MDB-PB), Marcio Bittar (PL-AC), Randolfe Rodrigues (PT-AP), Jorge Kajuru (PSB-GO), Eduardo Girão (Novo-CE), Jaques Wagner (PT-BA) and Esperidião Amin (PP-SC).
PROPOSALS
In the final report, Alessandro Vieira. He states that the size of the folder currently compromises its efficiency and makes targeted actions difficult.
The senator also recommends federal intervention in Rio, limited to public security. The intervener would control the Civil and Military police, penitentiaries and firefighters. The objective would be the financial suffocation of factions through the actions of Coaf, and PF ().
The report also defends the strengthening of crime-fighting institutions. The proposal is for a supplement of R$2.5 billion to the PF. The parliamentarian also defends competitions to hire new agents for the corporation, (Brazilian Intelligence Agency) and Federal Revenue. Furthermore, Vieira suggests strengthening the Coaf structure.
Finally, the senator proposes legislative measures against organized crime, including bills, complementary bills and a PEC (Proposed Amendment to the Constitution). This creates the Ethical Statute of Superior Courts, prohibiting ministers from having business ties, receiving fees and giving opinions on pending cases.
