Governor of Rio dismisses more than 450 – 04/17/2026 – Politics

Since Thursday (16), the interim governor of , Ricardo Couto, has carried out a series of dismissals in positions in the secretariats of the Civil House and Government, the political-administrative “heart” of the Guanabara Palace.

At the same time, he appointed state attorneys to command the Civil House, and Cedae. The last two bodies were, during the administration (), with the scandal.

The measures occur at a time when the interim governor is showing signs that he intends to lead the state machine in his own way. Couto held his first meetings with secretaries this Friday at the Guanabara Palace, headquarters of the Executive Branch. Before that, he had been working at the Palace of Justice.

The intensification of movements also coincides with the moment in which his permanence in the position of the STF (Supreme Federal Court) is maintained. The deputy (PL) this Friday (17) president of Alerj (Legislative Assembly of Rio de Janeiro), a position that is ahead of the president of the Court of Justice, post of Couto, in , according to the state Constitution.

Couto dismissed 286 people from positions in the Civil House, 154 in the Government Secretariat and 17 in other positions between Thursday and Friday, totaling 457 dismissals. Until Wednesday (15), the balance of appointments and dismissals was 99, mainly concentrated in the GSI (Institutional Security Office), the body responsible for the governor’s security.

In addition to the dismissals, Couto also abolished three sub-secretariats of the Civil House: Special Projects, Gastronomy and Community Actions.

The judge also appointed three attorneys to command central bodies to audit possible irregularities in the Castro administration. Attorneys are legal servants who act legally in favor of the state in legal cases or in providing legal guidance for administrative decisions.

Attorney Flávio Willeman was appointed to the Civil House and will be responsible for carrying out what was determined by the interim governor.

Couto also appointed attorney Felipe Derbli de Carvalho Baptista as president of Rioprevidência. The state employees’ pension fund is experiencing a crisis due to contributions made to funds linked to the Master bank.

Cedae, which also made investments in the bank, is also under the command of an attorney: Rafael Rolim, who previously worked at the state-owned company.
