The President of the Chamber of Deputies, (Republicanos-PB), assigned to the deputy (PL-SC) the report of the MP (Provisional Measure) for freight, which toughens punishments for non-compliance with the minimum floor for road freight freight.

The MP was sent by the government after truck drivers threatened to go on strike because of rising fuel prices. The guarantee of payment of the freight minimum was one of the truck drivers’ demands.
WHAT THE MP SAYS ABOUT FREIGHT
The MP sent by the government determines that companies that hire transport for values below the table may be on a per-operation basis. The punishment applies to cases of repeat offense and can be applied cumulatively to other sanctions already provided for in the sector’s regulations.
The measure also determines harsher punishments for transport companies that violate the standard. Among them are the (National Registry of Road Cargo Transporters) and, in repeated cases, the cancellation of registration, which prevents the company from operating for up to 2 years.
Another point of the MP is the mandatory CIOT (Transportation Operation Identifier Code) for all freight operations. The system will function as a digital record of the contract, gathering information about the contractor, transporter, load, route and amount paid. If the freight is below the minimum threshold, the issuance of the code will be blocked.
The CIOT must also be integrated with the MDF-e (Electronic Manifesto of Fiscal Documents), allowing data to be crossed with the Brazilian Federal Revenue and state tax authorities. The expectation is to increase control over compliance with the minimum price policy in the sector.
The measure also expands liability for companies within the same economic group and provides for punishments for shipping advertisements at values lower than permitted. The National Land Transport Agency will have 7 days to regulate the new rules.
